CACFP At-Risk Program Prequalification Survey

The goal of the CACFP At Risk program is to provide children a meal and or snack outside of their school day while they are in a structured and adult-led environment that provides educational support and/or enrichment activities. With the transition to remote learning your program may look different this year.

At-Risk sites providing meals to children on-site with the addition to in-person programming/activities would be eligible to operate At-Risk Afterschool Meals Programs. Sites offering non-congregate meals to children may be eligible, however there still must be regularly scheduled enrichment or educational activities provided in a structured environment. 

This Pre-qualification survey will help you to determine if you are eligible to apply for the At-Risk Program in the Fall of 2020.
 
1. What type of sponsor are you? *This question is required.
3. Has your Sponsoring Organization participated in the At-Risk program in the past? *This question is required.
The Nationwide Waiver of Area Eligibility in the Child and Adult Care Food Program At-Risk Afterschool Care Component allows schools and afterschool care centers regardless of their location to serve at-risk afterschool meals and snacks to students after the regular school day. New At-Risk meal sites that are not area eligible must target meals/snacks to children in need. To automatically qualify for this waiver, sites must be located in the attendance area of a public school (an elementary, middle, or high school) where at least 40 percent of the students are eligible for free or reduced price meals under the National School Lunch Program (NSLP).  This waiver is in effect until December 31, 2020.

Upon expiration of the Nationwide waiver of Area Eligibility, eligible sites must be located in an attendance area of school where at least 50% or more of the children are eligible for free or reduced price meals  [7 CFR 226.2; 7 CFR 226.17a(b)]. Eligibility is good for 5 years from the date established.

In the instance of remote learning, the "site" would be the location where the meal service and enrichment activities would typically take place if programming were to occur onsite.

 
4. Are your sites located in the attendance area of a public school (an elementary, middle, or high school) where at least 40 percent of the students are eligible for free or reduced price meals under the National School Lunch Program (NSLP). *This question is required.
Sites that do not meet the 40% free and reduced-priced requirement are not eligible to participate in the CACFP At-Risk Program for FY 21.  New sites must be established in areas of "need". 

If you have site(s) that do not meet the 40% free or reduced price requirement but there are extenuating circumstances and an identified need at these site(s), you may submit an exemption request to serve At-Risk Meals and/or snacks on the Meal Distribution Plan. If you have already submitted a Meal Distribution Plan, please submit this request on the Meal Distribution Plan Update SurveyThese requests will be evaluated by the Community Nutrition Programs Supervisor and Child Nutrition Services Director on a case by case basis.

 
5. Will your program provide meals to children on-site in addition to in-person programming/activities?

Your program may be eligible to apply for the CACFP At-Risk Program. As part of your application this year you may need to complete a Waiver/Meal Distribution Plan if you intend to utilize any of the Nationwide Waivers. Please refer to weekly CNS updates for more details.
6. Will your program provide non-congregate meals to children AND offer regularly scheduled enrichment or educational activities in a structured environment?

(Offered activities may be through a regularly scheduled virtual skype call, a zoom group call, or by a phone call from staff. This must include contact with or outreach to the child, and be in addition to what is being required for “remote learning” and counting as school instruction/school work.)
