The
WJP Rule of Law Index® is the world’s leading comprehensive measurement of the rule of law, providing a portrait of the rule of law in 140 countries, with scores and rankings based on eight factors: Constraints on Government Powers, Absence of Corruption, Open Government, Fundamental Rights, Order and Security, Regulatory Enforcement, Civil Justice, and Criminal Justice. Published annually, it is widely consulted and cited by international organizations, governments, investors, and the media as an authoritative source for important governance data.
The Index methodology relies on two main sources of data in each country: a General Population Poll (GPP) administered to the public and Qualified Respondents' Questionnaires (QRQs) administered to in-country experts and legal practitioners. To date, more than 400,000 households and legal experts have been interviewed worldwide, making the WJP Rule of Law Index the most comprehensive index of its kind.
The Qualified Respondents Questionnaires (QRQs) consist of close-ended questions completed by in-country practitioners and academics around the world with expertise in the following disciplines: 1) Civil and Commercial Law; 2) Constitutional Law, Civil Liberties, and Criminal Law; 3) Labor Law; and 4) Public Health. These questionnaires gather timely information on a range of topics – such as the efficacy of courts, the strength of regulatory enforcement, and the reliability of accountability mechanisms – from practitioners who frequently interact with state institutions.
Data collection for the upcoming WJP Rule of Law Index 2021 report will be carried out between October 2020 and April 2021.
