Evaportive Loss Credit Application

Application for Credits to Wastewater Billings for Evaporative Loss or Consumptive Use - Metered

Pursuant to Fort Collins Municipal Code and Charter, Chapter 26, Utilities, section 26.279; allows the following for verified credit associated with evaporative loss, as approved by City Council. Service charges; categories (4) c. for evaporative loss in a specific industrial process that was in operation as of September 1, 2012, and that is served by a water meter four (4) inches in size or greater, a method for calculating the amount of evaporative loss may be used to reduce the customer's wastewater volume from the amount that would otherwise be determined based upon water use, provided that such method must be reasonably satisfactory to the Utilities Executive Director and must be based on generally accepted methods determined to accurately and reliably predict the rate and amount of such evaporative loss.

Submitted with the application are three (3) sets of water and drainage diagrams on the process flow proposed submeters and backflow prevention device(s) installation. The diagram shall describe: 

  • The location of the process (evaporative cooling or consumptive use).
  • The location of the city's water meter(s) serving the facility. The size, type, design, number, location of existing or proposed backflow prevention devicese. 
  • The size, type, design, number, location and configuration of the intake and discharge submeters and appurtenances. 
  • The readout and data transmittal equipment and appurtenances (if any).

I acknowledge that a plumbing permit must be obtained from the Building and Zoning Department before installing the cooling tower submeters and/or backflow prevention device(s).   

I also acknowledge that Fort Collins Utilities staff must be provided submeter readings monthly on the meter read date specified by Fort Collins Utilities in order to receive the evaporative loss credits on my monthly wastewater billings and that failure to provide these readings will result in wastewater billings based on the water consumption as recorded by the Utilities’ water meter(s). I also acknowledge Fort Collins Utilities allowance of this method of estimating wastewater volume as an accommodation and Fort Collins Utilities may discontinue at any time, in its discretion, with advance notice to customer. Failure of the submeter for any reason, entitles Fort Collins Utilities to bill for wastewater service at based on water consumption.  The submeter must be owned and maintained by the customer. Costs associated with testing the accuracy of the meter are payable by the customer.
