Impact of LHA Maxima on housing associations

The UK Government policy to cap social rents to the LHA maxima (and to freeze the LHA rate for 4 years) threatens the stability of tenant income and therefore the stability of SFHA members’ income.

This is a particularly acute problem in the short term for:
  • tenants in supported accommodation (and their landlords)
  • single tenants under the age of 35 who are subject to the Shared Accommodation Rate (SAR) (and their landlords)
If their rent is higher than the cap the tenant will have to find the money from other sources to pay their rent, eating into the income of vulnerable people and creating further risk of rent arrears.
 
We conducted a members survey on this issue before Christmas 2015, not long after the UK Government’s announcement of the policy, and published the results in January 2016. At that time SFHA members had only been able to do a limited assessment of the impact. We now wish to survey SFHA members as we assume that they will have undertaken more robust impact assessments as part of their strategic planning processes. We know that some members have done this.
 
We need to be able to provide both the UK and Scottish Governments with figures showing the impact that this policy will have on vulnerable people. Please help us do this by providing us with information on how this may affect your association.

We must have this data if we are to try to successfully change this policy. If you have already provided SFHA with similar data please nevertheless fill in the survey.


If you currently use projections of your association's future tenant mix in your strategic planning processes, please base your calculations on those projections.

If you do not have official projections, for the purposes of this survey, please use figures for your current tenants and estimate the figures based on your current tenant mix.

We want to be able to show the Government the potential impact of this policy and we know that we will be working with projections and estimates for this.
